District-specific air raid alert

I learned that air raid alerts can now be declared only for specific districts, and not for the entire region or city. But if the alert signal did not sound in my district, yet there is a real threat and something happens - who will be responsible then? Doesn't this new system carry certain risks for people's safety, and is it legally defined how to act in such a situation?
