Role and Influence of the Scientific Advisory Board of the Constitutional Court of Ukraine

I learned that there is a Scientific Advisory Board operating under the Constitutional Court of Ukraine, which includes scholars and retired judges, and that it prepares scientific opinions on issues considered by the Court. I am curious whether these opinions are binding on the Constitutional Court when making decisions? And can they influence a court decision regarding a specific issue?
