Ukraine's security and guarantees: what does it mean in practice?

I read that Kaja Kallas says that security guarantees for Ukraine should not just be papers or promises, but real troops and capabilities for protection. I am interested to know if there are any international or national laws that would genuinely obligate other countries to provide military assistance to Ukraine in the event of new aggression, or if it will still remain just words and the goodwill of other states?
