Updated requirements from the Ministry of Defense for drone-delivered mines

I read that the Ministry of Defense has changed the requirements for remote mining devices that are installed using drones. I wonder if this will somehow affect the liability of manufacturers or volunteers who are involved in the production or delivery of such devices? What are the current rules or risks if a person assists in the manufacture or transfer of similar means for the Armed Forces of Ukraine?
