One-time assistance to the family of a deceased serviceman

I read that in case of a serviceman's death during martial law, the family should be paid 15 million hryvnias according to Cabinet of Ministers Resolution No. 168, but sometimes significantly smaller amounts are allocated, citing procedural violations or causes of death. If all documents are submitted correctly and the military commission has confirmed that the death is related to the defense of the country, can the Ministry of Defense refuse to pay the full amount of one-time assistance or pay less? And what should be done in such a case if less than 15 million was received?
