Compensation for Moral Damages due to a Road Accident with a Service Vehicle

If my relative dies as a result of a road accident when the driver was on duty in a military unit and operating their service vehicle, who exactly, and to what extent, should compensate the moral damages to the deceased's child – the insurer or the military unit? And if the insurance company did not fully compensate the amount, is it realistic to claim the remaining moral compensation from the military unit?
