Illegal seizure of driver's license and fine for IDP

I read about a case where the police seized a driver's license from an internally displaced person from Melitopol, did not even issue a temporary document, and also fined and revoked their rights. Later, the appellate court overturned everything because the license turned out to be genuine. If I encounter a similar situation, what are my actions and how can I protect my rights if police officers seize documents without sufficient grounds or suspect forgery, and I have a genuine license, but cannot immediately retrieve it if lost?
