How new EU tariffs will affect orders from China

I often order goods from Chinese online stores, for example, on AliExpress or Temu, and receive them via international delivery. I read that starting in 2026, the European Union is introducing a mandatory customs duty of 3 euros for each type of product, even for small purchases up to 150 euros. Please tell me, will these new rules apply to Ukrainian buyers who order through these platforms with delivery to Ukraine, or is it only for EU residents and addresses? I am interested in whether the order process and additional payments will change for me after the introduction of these tariffs in Europe.
