Liability for expelling a child from home

I read that a stepfather was fined for hitting and expelling his stepson from the apartment, even though the child did not sustain visible bodily injuries. I am curious, if, for example, a conflict arises in a family and an adult expels a minor child from home for at least a few hours — can this indeed be considered economic or physical violence? What specific actions by parents or a stepfather are considered domestic violence against a child, and is a fine always imposed for this?
