Power outages and my rights

There are often scheduled power outages, especially after shelling, and this seriously complicates life: the internet doesn't work, food in the refrigerator can spoil, household appliances don't work. I'm interested to know if I have any legal rights or grounds to demand compensation or other actions from the energy company due to these outages? And generally, how are my rights officially protected during planned or emergency power cuts?
