Burial according to the will in a specific cemetery

I learned that a well-known artist will be buried in Lviv according to his will - specifically at Lychakiv Cemetery. If a person determined their desired burial place in their will during their lifetime, are relatives or the city obliged to fulfill such a last will? And can there be any restrictions on burial in a specific cemetery in Lviv or other cities - for example, due to the lack of permission or other rules?
