New public holiday in November

I read that the Verkhovna Rada is considering a bill to add November 30 as an additional holiday and non-working day to the Labor Code. If this law is adopted, does it mean that employees will necessarily be given a day off on November 30, even if there is already a tight schedule at work at the end of the year? How will this rule apply, for example, to employees of private companies or to sectors where not everyone can rest on public holidays?
