Possible increase in fines for Russian music

I often visit cafes and restaurants and know that they can currently be fined for broadcasting Russian music, but the fine amount is small - only 170 hryvnias. Now, according to news reports, they plan to raise the fine to 50 thousand. Are such new high fines already in effect, and how exactly will it be determined what music is considered Russian? I am interested in whether establishments can receive such a fine if, for example, they accidentally played an unknown song?
