Rights to construction and preservation of historical heritage

I have noticed that legal disputes often arise around the reconstruction of historical buildings due to their cultural value and mandatory procedures. For example, in the USA, a foundation filed a lawsuit against the White House due to alleged non-compliance with procedures before demolishing part of a building. How is a similar issue resolved in Ukraine – does the government have the right to demolish or modify historical buildings without public discussion and inspections, and who controls this process?
