Spending 'Winter Support' — restrictions

I received the 'Winter Support' payment and I see that it is only allowed to buy Ukrainian products, and alcohol and tobacco are prohibited. What will happen if I accidentally buy an imported product or excisable goods (e.g., alcohol)? Can I be fined or asked to return the money? I really want to know what consequences are foreseen if these restrictions are violated.
