Compensation for refusal to travel abroad during the war

I read that a man was twice unable to cross the border and demanded significant compensation, and the Supreme Court sided with him. If border guards also refuse me permission to leave the country during martial law, do I have the right to appeal such a refusal and claim compensation for moral or material damages? What is the procedure in such a situation?
