Refusal to leave the country and compensation

I read that a man was twice refused exit from the country, and he demanded a huge amount of compensation, and the Supreme Court sided with him. I'm interested: in what cases do border guards have the right not to let a person leave the country, and is it realistic to receive compensation if such a refusal is deemed illegal?
