Term for appealing refusal to travel abroad

I don't quite understand: if I was refused permission to travel abroad, what is considered the correct term for filing a complaint with the court – one month, as stated in the special law, or six months, as in the general rules of administrative court proceedings? And what should I do if I didn't manage to file a complaint within this month – can this term be somehow reinstated?
