Punishment for organizing a terrorist attack via messenger

I read that three young men were detained in Kyiv on suspicion of a terrorist attack, and it was noted that one of them received the order via Telegram, and the organizer has not yet been apprehended. Tell me, if a person is found and it is proven that they gave such an order via messenger, what punishment do they face and will they be held as strictly accountable as those who directly committed it?
