Military personnel and copyright on inventions

I read that military personnel have been given the opportunity to obtain copyright for their own inventions, and the law has already come into force. If I, as a serviceman, invent something during my service, can I fully dispose of this invention independently, or will the state also have some rights to it? I'm interested in how this generally works in practice.
