How new EU rules will affect ICE vehicles

I read that the European Union has reconsidered its complete ban on the sale of new internal combustion engine vehicles from 2035, and now it's only about reducing CO2 emissions by up to 90%. Since many people in our country buy or import such vehicles from Europe, I'm curious – can the new European rules somehow affect the possibility of buying, registering, or using such vehicles here in the future? I would like to know if any restrictions or changes might arise for Ukrainian drivers who purchase vehicles from the EU, considering these changes.
