I plan to buy a car, and it's important for me to understand which cars are considered new when registering at an MVS service center. If a car looks brand new but has already been registered abroad or had another owner, can it be registered as new? For administrators of the МВС service centers, the term "new" vehicle means a car that: has no previous owners; has not been registered before, including abroad; has not been in operation.It is these cars that dealers often transfer to the buyer along with a full package of documents for further registration at the МВС service center.To register a new vehicle, the owner needs to provide: an identity document (passport) and RNOKPP; a document confirming the purchase of the car from the dealer (purchase and sale agreement, invoice, etc.); a certificate of conformity or another manufacturing document confirming that the car is new; a power of attorney (if registration is carried out by an authorized person).To ensure the process is quick and time-efficient, it's advisable to check all documents received from the dealer in advance and ensure that the car has indeed not been registered previously. We recommend clarifying with the car dealership whether they can handle the registration on your behalf, and if necessary, book an appointment at the МВС service center online in advance.If the car is used or imported from abroad, it is not "new".If the vehicle: has a history of use, was registered previously (in Ukraine or abroad), was bought "second-hand", was imported from abroad, having been used.In such a case, registration is carried out under a different procedure. Additional documents and a mandatory expert inspection are required to confirm the vehicle's compliance.
