Appointment of competition winners to judicial positions

I read that the HQCJ announced the winners of the competition for judicial positions in the Zaporizhzhia Court of Appeal, but the issue of their recommendation for appointment is still pending consideration. Please explain, does this mean that even after the winners are announced, there is a possibility that some of them will not be appointed as judges, and what reasons could influence such a decision?
