Conditions for receiving payments from the EU for Ukraine

I read the news that Ukraine will receive 2.3 billion euros from the European Union under the Ukraine Facility program, and that certain indicators must be met and reforms carried out for this. I am interested in what specific legal requirements or conditions the EU may set for receiving such financial assistance, and are there risks for our country if not all these indicators are met? Can such payments then be stopped or revoked?
