Land tax for legal entities without land rights

As I understand from this article, if my company owns real estate but does not have registered rights to the land plot under this real estate, then land tax does not need to be paid? What will happen if the tax authority or someone else demands payment of this tax before the registration of land rights? Is it really possible not to pay, and what could be the consequences if this norm is violated?
