What do security guarantees mean for ordinary Ukrainians?

I read that some new document on security guarantees for Ukraine is currently being discussed with U.S. representatives. After we already had a negative experience with the Budapest Memorandum, I'm curious what exactly these guarantees can really mean for ordinary citizens? Is there a chance that in the event of a new attack on Ukraine by Russia, we will truly be protected by these guarantees, and it won't just remain words on paper?
