Responsibility for the consequences of a terrorist attack

I read the news about the explosions in the Darnytskyi district of Kyiv, which are being investigated as a terrorist attack and resulted in deaths and injuries. I am interested in who exactly bears legal responsibility in such a situation – only the person who directly planted the explosive device, or is responsibility also possible for other people (for example, those who assisted or concealed information)?
