Possibility of elections during martial law

I read that the President appealed to the parliament with a request to prepare amendments to legislation regarding the possibility of holding elections during martial law. I am curious, does the law currently allow holding elections during martial law at all, and if not – what exactly needs to be changed in the laws to make this possible? Will such elections be legitimate and what risks might arise in such a situation for ordinary voters?
