The size of the Armed Forces of Ukraine in a peace agreement and its consequences

I read that a draft peace agreement for Ukraine proposes limiting the size of the Armed Forces to 800,000 personnel. I am concerned about the legal consequences of such a decision for me or other citizens. That is, will it affect conscription, military service, or any restrictions on working in certain positions — and in general, is it legal to establish such conditions within an international or peace agreement without broad discussion within the country?
