Power outages and my consumer rights

We often have power outages due to schedules introduced after attacks on energy infrastructure. I understand the difficulties in the country, but sometimes these outages cause food in my refrigerator to spoil and create other inconveniences. Please advise, do I, as a regular electricity consumer, have any legal rights or the possibility of compensation in such cases? Is it possible to officially apply for compensation now, or are these outages force majeure, and nothing can be done?
