Scheduled power outages: my rights

Please tell me, if the power in my house is regularly turned off according to a set schedule, should I as a consumer be notified of the exact time and duration of the outage? What exactly are my rights in such a situation, and can I somehow influence the situation if the outages violate the schedule or cause me significant inconvenience?
