Responsibility for overpricing in public procurement

I read news that some officials organized a scheme through which a state-owned enterprise purchased dynamic protection elements for military equipment at almost three times higher than market prices. I am interested in what exact responsibility may threaten the heads of state-owned enterprises and private companies if they participate in similar schemes of overpricing in public procurement, and whether there are any mitigating circumstances if their guilt is proven?
