How can the "winter thousand" be spent and what are the restrictions

I was credited 1000 UAH of "Winter Support" from the state, and I saw that these funds can be spent on groceries in certain supermarkets, as well as on some other needs. However, it is stated that the goods must be of Ukrainian production and not excisable. Please explain how to determine exactly which products or other items these funds can be legally spent on, and what will happen if something prohibited is accidentally purchased?
