Legal implications of the peace plan regarding territories

I read that Ukraine is negotiating a peace plan with the USA, and it proposes new approaches to such sensitive issues as temporarily occupied territories and the Zaporizhzhia Nuclear Power Plant. If these ideas regarding the territories are adopted, does it mean that Ukraine will legally recognize a change in the status of these territories? What could be the consequences for ordinary people living there?
