Are elections possible during martial law?

I read that Kyiv currently has enough shelters to hold elections even during martial law, and the authorities are preparing their proposals on this matter. I am interested in whether it is generally permitted to hold elections in Ukraine during martial law, or if it is provided for by law? If such elections are still allowed, will they be valid, and what could be the legal consequences for their participants or those who organize polling stations?

The Law on Martial Law stipulates that neither presidential, nor parliamentary, nor local elections are organized or held. Furthermore, a ban on their conduct has been established. Accordingly, this means that there are no grounds for calling elections.
