Long-term power outages: my rights and compensation

I see that in Kyiv and the region, power outages are planned for December 11 for 12–17 hours during the day. This is very long, and it's truly difficult to imagine how to organize everything at home or at work without electricity for so long. Could you tell me if the law provides for any compensation or protection of rights for ordinary consumers in case of such long-term outages? Who is generally responsible for these schedules, and can I officially file a complaint if the outages significantly complicate my life?
