Salary increase and new payment system for educators

I read that in 2026, the salaries of pedagogical and scientific-pedagogical staff are to be increased by 30% from January, and a new payment system for educators is planned to be introduced from September. Please tell me, will all education workers definitely receive this increase from January, and how does the state budget law guarantee that the money will actually be paid out, and there will be no delays or changes to the conditions already within the year?
