Liability for attempting to purchase false documents

I read news that a chaplain was convicted in Lviv who promised to organize illegal travel abroad for money and made forged documents. And if a person agreed to such an offer and, for example, wanted to pay, but was detained before crossing the border, does he bear any criminal responsibility simply for the intention or attempt to obtain forged documents, even if he did not use them?
