Biometric data at the border with Romania

I am planning to cross the border with Romania and have learned about the launch of a new digital system that collects biometric data, including fingerprints and photographs. I am wondering if border guards have the right to require all Ukrainians to provide biometric data, and how is my personal data protected? Can I refuse to have such data collected and what could be the consequences?
