Legality of creating a military cemetery

I saw news that the courts confirmed the legality of creating the National Military Memorial Cemetery, although there were lawsuits and claims from public organizations. I am interested, can residents of nearby villages or other citizens still somehow appeal this decision or influence the construction of this cemetery if they believe their rights are violated? And is it generally possible to stop construction after such court decisions?
