Can tariffs be raised immediately due to a change of supplier?

I saw news that the Supreme Court has referred for consideration the question of whether the cost of utility services can increase immediately after a change in heat supply provider. This concerns me because recently our building's supplier changed, and new, higher tariffs have already been announced. Please explain whether they have the right to automatically raise tariffs simply because the supplier changed, or if there must be other grounds or separate decisions for this?
