Guarantees of rights protection through judicial reform

I hear that judicial reform is actively discussed in Ukraine, with promises to make the judicial system independent and effective. But I'm interested in how these changes will genuinely protect my rights if a dispute arises with state bodies or businesses. Can I expect that even now, the court will impartially consider my case and make a fair decision?
