Who can be a patient's guardian?

I read that the Supreme Court questioned the appointment of the head of the psychosomatic department as a patient's guardian. I became curious: does a doctor working in a medical institution have the right to be a guardian of their patient? Are there any restrictions or special conditions for such an appointment, and how is this usually resolved in courts?

A doctor working in a medical facility should not be a guardian of their patient due to a potential conflict of interest and official position; although there is no direct prohibition, Ukrainian healthcare and civil law require transparency and prohibit guardians from entering into agreements with their wards (except in some cases), which makes such a situation extremely problematic and unacceptable.
