Liability for non-appearance at the TCC with a reservation

I heard that if a man received a summons to the Territorial Centre for Recruitment, but did not appear, even with a work-related reservation, this could lead to criminal liability. Does a temporary deferment (reservation) truly not protect against punishment for evading mobilization, and what should one do if they received a summons while their reservation is active?
