Secondment of judges: how does it happen?

I read that a judge who wants to work in another court must provide consent and documents to the HQCJ, and the issue of such a secondment is considered at a commission meeting. I am interested in how the decision for the temporary transfer of a judge to another court is made and whether the judge can refuse after submitting the documents if they change their mind?
