Finalization of the peace plan between Ukraine and the EU

I read that Ukraine and the European Union are jointly agreeing upon and finalizing a peace plan to end the war, and now intend to present these documents to the USA. My question is: during the development of such an international plan, should only the opinions of governments be considered, or does legislation provide for any mandatory procedure for public involvement or the need to take into account the position of ordinary people? What rights do we have to influence such important decisions if they concern the future of the country?
