Possibility of holding elections during special circumstances

Currently, news often features discussions about calls to hold elections in Ukraine, with statements even coming from foreign leaders. I don't quite understand: is it generally possible to conduct nationwide elections in our country during martial law or other extraordinary circumstances? If not, who exactly should decide when elections can be organized, and are there any official criteria or rules for this matter?
