Is it possible to hold elections during wartime?

I see that the issue of holding presidential elections is being discussed, with some saying they should be held, and others arguing only when appropriate conditions exist. Please explain whether Ukrainian legislation generally allows for elections during martial law, and who ultimately decides when they can be announced? It's unclear to me whether this depends solely on the authorities or if some additional decision is required.
