Can a fine be imposed based on a complaint about parking in Diia?

I read that Diia plans to launch a service where anyone can photograph an improperly parked car and submit a complaint. I am interested, to what extent can such a complaint via the app be a basis for a fine? Is a photo and geolocation alone sufficient for the car owner to be officially fined, or are additional evidence or police involvement required?
