Deferment from mobilization after contract service

I read that the new draft law provides for the right to a 12-month deferment from mobilization after discharge from contract military service. I am interested in whether this means I cannot be mobilized immediately after my contract ends, and whether I need to submit any documents to obtain such a deferment, or if it applies automatically?
